HVAC SERVICES | NORTHERN COLORADO

Windsor homes sit on the line between two electric utilities, and that changes which heat pump rebate applies.

HVAC SERVICES IN WINDSOR NORTHERN COLORADO

Windsor sits at about 4,800 feet on a county line, with some addresses in Weld County and some in Larimer. Homegrown Heating and Air Conditioning provides HVAC services in Windsor for repair, replacement and maintenance on gas furnaces, air conditioners, heat pumps and the duct systems that feed them. We measure before we quote, and on any heat pump job we confirm which electric utility serves the address before we put a rebate figure in writing.

Every Service We Cover in Windsor

We work on the whole system, not one appliance:

  • AC repair and AC installation
  • Furnace repair, and furnace installation and replacement
  • Heating maintenance and tune-ups
  • Heat pump installation and repair
  • Indoor air quality and filtration upgrades
  • Whole-home humidifiers
  • Ductwork repair and sealing
  • Smart thermostat installation
  • Ductless mini-splits
  • Emergency HVAC repair, same-day, seven days a week, 7 a.m. to 7 p.m.

Most Windsor calls come down to an equipment decision, so three pages carry the detail: heat pump installation and repair, furnace installation and replacement, and AC installation.

Windsor Sits on the Line Between Two Electric Utilities

Windsor is served by two electric providers, and which one you have depends on your address. The Town says so itself in its Public Works utilities FAQ: depending on where you live, Xcel Energy or Poudre Valley REA owns and maintains the electric and natural gas equipment at your home.

That split decides which rebate a homeowner can claim, and the two programs are built on different logic.

Xcel pays per ton and runs a bonus tier above a standard tier. Under the amounts effective October 1, 2026, a cold-climate ducted heat pump earns $1,500 per heating ton measured at 5 degrees with the bonus, or $750 per ton without it. A standard ducted air-source heat pump earns $600 per cooling ton with the bonus, or $300 without. Xcel sets the bonus tier for customers who heat with Xcel natural gas service, which is the gas utility across Windsor, while a home heated with existing electric equipment such as baseboard qualifies for the standard amount. Installations have to be invoiced by December 31, 2026.

Poudre Valley REA is a member cooperative and pays a flat amount instead of a per-ton amount: $500 for an air-source heat pump of 1.5 tons or under, $1,500 above 1.5 tons, capped at 50 percent of equipment cost, with a minimum rating of 7.8 HSPF2. It adds a $500 dual-fuel bonus when the heat pump is paired with gas or propane as the main heat source, and the application has to be in within 90 days of purchase.

Two houses on the same street can qualify for different money. We look up the service territory for your address before we size anything, because the rebate can change which equipment makes sense.

What a Windsor Mechanical Permit Involves

Windsor runs its own permit desk townwide and adopted the 2024 International Codes with an effective date of January 1, 2026. Inspections are performed by SAFEbuilt under contract with the Town.

A few practical points for a Windsor job:

  • Replacing a furnace, air conditioner or heat pump is permitted mechanical work, applied for through the Town’s online portal.
  • Inspection requests received by 3:00 p.m. Monday through Thursday are scheduled for the next working day. Later requests and Friday requests move to the following working day.
  • New residential construction submittals require mechanical plans plus Manual J, D and S calculations.
  • Colorado’s carbon monoxide statute applies in Windsor as it does statewide. Pulling a permit to replace a fuel-fired appliance means the home needs an operational carbon monoxide alarm within 15 feet of the entrance to every sleeping room.

Windsor Requires No Contractor License, So Check Credentials Yourself

This is worth knowing before you hire anyone. The Town states plainly that no contractor license is required for contractors performing work within Windsor. Electrical and plumbing contractors still carry a State of Colorado license, because those two trades are state regulated, but there is no mechanical licensing hurdle at the town level.

There is also no Colorado state HVAC license. The state regulates electrical and plumbing and leaves HVAC licensing to individual jurisdictions, so a company can work legally in Windsor without holding any mechanical credential at all.

Ask any contractor what they actually hold:

  • Proof of general liability insurance, issued with you as certificate holder if you want it verified.
  • EPA Section 608 refrigerant certification for anyone opening a sealed system.
  • Mechanical licenses held in neighboring jurisdictions that do test for them, such as Fort Collins, Larimer County, Greeley or Loveland.

We at Homegrown Heating and Air Conditioning are licensed and insured throughout Northern Colorado and will show the paperwork before work starts. We also pull HVAC permits in unincorporated Weld County, where no contractor license is required.

Sizing Equipment for a Windsor Winter

The published winter design temperature on both sides of the county line here is around 0 to 1 degree. That is the number a load calculation has to hold at, not the coldest night on record and not a rule of thumb per square foot.

Elevation matters too. At about 4,800 feet air is meaningfully less dense than the sea level air equipment is rated on, and a gas appliance installed above 2,000 feet has to have its input adjusted for altitude using the manufacturer’s high-altitude listing for that model.

One correction we make often: the federal minimum efficiency for a gas furnace is 80 percent AFUE, not 95 percent. A condensing furnace at 95 percent or better is frequently the right call here, and it is what Xcel’s $225 furnace rebate requires, but it is a choice rather than a legal floor.

What a Windsor Service Visit Includes

Every visit follows the same order: diagnose, explain, price, then repair or install.

  • A measured diagnostic with written readings rather than a verbal guess.
  • An upfront price before any work starts.
  • Licensed and insured technicians, and equipment-specific parts.
  • The permit pulled and the inspection scheduled on any job that needs one.
  • Photos of anything you cannot see yourself, including crawl space and attic work.
  • A combustion and safety check after any work on a gas appliance.

If a system is near the end of its life, we say so plainly and put the repair cost next to the replacement cost. The comparison is yours to make, and we would rather you make it with real numbers than with a guess about how many winters are left.

A Homeowner Who Called Us Twice

Repeat calls are the measure we watch. One customer has had us out twice for separate problems, and both visits followed the same order: find the fault, lay out the options with what each one costs and what it fixes, then do the work.

Cameron Stahl wrote: “Both times we were given detailed explanations, options, and importantly good fixes!” The review closes: “Highly recommend giving them a call.”

Explaining the options is the deliverable, not a sales step. A homeowner who understands why a part failed can decide whether to repair, replace or wait, and that decision belongs to them. Read more customer reviews from Northern Colorado homeowners.

WINDSOR HVAC QUESTIONS WE GET

How do I find out whether Xcel or Poudre Valley REA serves my Windsor address?

The Town’s FAQ points residents to both providers, and the fastest check is the account name on your current electric bill. We confirm it before quoting a heat pump, because the rebate structure is entirely different between the two.

Do I need a permit to replace a furnace or air conditioner in Windsor?

Yes. Replacing heating or cooling equipment is permitted mechanical work in Windsor, and the job has to be inspected. We pull the permit and schedule the inspection as part of the install.

Does Windsor require an HVAC contractor license?

No. The Town requires no contractor license for work performed within Windsor, and Colorado has no state HVAC license either. Only electrical and plumbing contractors carry a state license. That makes it worth asking a contractor for insurance and certifications directly.

Which building codes apply to a Windsor HVAC permit?

Windsor adopted the 2024 International Codes with an effective date of January 1, 2026, including the mechanical, residential, fuel gas and energy codes. Work permitted now is reviewed under that edition.

Can I claim an Xcel rebate and the Colorado heat pump tax credit on the same install?

They are separate programs. We are registered with the Colorado Energy Office, so we claim the Colorado heat pump tax credit and apply it as a discount on your invoice rather than leaving it to you to file. In 2026 an air-source heat pump carries a $1,000 credit with at least $333 passed through to you. A utility rebate is claimed from the utility on top of that. There is no federal tax credit for a 2026 installation.

Do you cover Windsor addresses in both Weld and Larimer counties?

Yes. Windsor permits through the Town no matter which county the address sits in, so the process is the same either way. We serve the whole town along with Fort Collins, Timnath, Johnstown, Greeley and the rest of Northern Colorado.
