Berthoud is split between two utilities: Poudre Valley REA for electricity and Xcel for gas. That split decide

HVAC SERVICES IN BERTHOUD, CO

Berthoud sits at about 5,034 feet in Larimer County and is served by two different utilities at once. Poudre Valley REA supplies the electricity and Xcel Energy supplies the natural gas. On a furnace repair that split does not matter. On a heat pump it decides which rebate you can actually claim, and it is the first thing we check. Homegrown Heating and Air Conditioning provides HVAC services in Berthoud with that question answered before a price ever reaches you.

Berthoud Is a Split Utility Town, and That Decides Your Rebate

Heat pump rebates are paid by the electric utility, because a heat pump is an electric heating appliance. In Berthoud that utility is Poudre Valley REA, so the co-op’s program is the one that applies, not Xcel’s, even though Xcel is the name on the gas bill.

PVREA is a member cooperative rather than an investor-owned utility, and the program is built differently. The heat pump rebate is tiered by equipment size, there is a minimum efficiency requirement, the rebate cannot exceed half the equipment cost, and the application window is 90 days from purchase. PVREA also pays a dual-fuel bonus for a heat pump paired with gas or propane as the main heat source, which in most Berthoud homes means the Xcel-fed gas furnace already in the basement.

Xcel’s own program runs the other way on this point. Xcel states that its bonus rebates are not available to customers who use an existing electric heat system as their primary heating source. So the all-electric conversion that looks like the obvious upgrade is often the one that gives up incentive money here, while the dual-fuel pairing is the configuration the utility that meters the heat pump actually rewards.

Whether a specific address falls inside the co-op’s boundary is checkable rather than a guess. The Poudre Valley REA service territory map shows where the cooperative serves, and we verify it against the meter before quoting.

How We Work Out Which Program Applies Before Quoting

We do this in a fixed order, and none of it costs you anything:

  1. Read the electric meter and the gas meter off a recent bill, so the utility on each side is confirmed rather than assumed.
  2. Check the service address against the PVREA territory map, because a split-service town has edges.
  3. Confirm the equipment’s rated efficiency clears the co-op’s minimum, and that the model is an AHRI-matched pair.
  4. Price the dual-fuel option against the all-electric option, with the bonus and the changeover control included in both.
  5. Claim Colorado’s heat pump tax credit for you. We are registered with the Colorado Energy Office, so the discount appears on your invoice and nothing gets filed on your tax return.
  6. Put the program name, the amount and the date on the written quote, because rebate rules change and a verbal number is worth nothing in 90 days.

These rules were current as of late 2026. There is no federal tax credit for equipment installed in 2026, so we will not offer you one.

Berthoud Holds Ducts Tighter Than the Model Code

Berthoud adopted the 2024 International Energy Conservation Code and then overrode the model duct leakage numbers with something tighter. The local amendment caps total duct leakage at 4 cubic feet per minute per 100 square feet of conditioned floor area when the air handler is installed at the time of the test, and 3 cubic feet per minute per 100 square feet when it is not. That 3 cfm figure is the tightest number of any jurisdiction we work in.

Two exceptions matter in practice. A duct system with all ducts and the air handler entirely inside the building thermal envelope does not have to be tested, and a system serving 1,200 square feet or less is allowed 60 cfm or less. A signed written report of the test result goes to the code official either way.

This is where homeowners get bad information. Under the 2024 code, swapping equipment by itself does not trigger a duct leakage test. The test is triggered when a quarter or more of the registers are relocated, a quarter or more of the total duct length is relocated, or the duct run grows by a quarter or more. We tell you which side of that line your job falls on before we design it, because the answer changes the scope and the price.

Permits, Codes and Licensing in Berthoud

Berthoud runs its own building department rather than deferring to Larimer County, issuing permits through the Town’s portal with an outside firm performing the inspections. Inspections are requested the business day before.

The Town’s permit list names air conditioning, furnaces, gas piping, gas stoves, hot water boilers, water heaters, wood stoves, fireplaces and mechanical work generally. Heat pumps, ductwork alterations and humidifiers are not listed individually and fall under the generic mechanical line, so we confirm the category with the Town rather than assuming.

Berthoud has adopted the 2024 International Residential, Mechanical, Fuel Gas and Energy Conservation Codes. Local amendments worth knowing: the gas piping test pressure is 10 psig rather than the model code’s 3 psig, underground plastic fuel gas piping must sit at least 18 inches below grade, and carbon monoxide detection is required within 15 feet of each separate sleeping area and on every level. Berthoud also adopted the Colorado Model Electric Ready appendices, which require a condensate drainage location and reserved electrical capacity near combustion heating equipment. Both make a later heat pump retrofit cheaper.

Contractors must hold a Town of Berthoud license before applying for a permit, and mechanical work sits under the Town’s trade contractor class. We are licensed and insured, Town of Berthoud license 26-BER-TCM-1355.

Ready to compare options? Start with heat pump installation and repair if you are weighing a dual-fuel setup, furnace installation and replacement if the gas side is the piece that is failing, and ductwork repair and sealing if the house has rooms that never come up to temperature.

What a Berthoud Service Visit Looks Like

A good visit is mostly listening and measuring, in that order. One homeowner’s technician also flagged a condition outside the house that had nothing to do with the work he came for, because he noticed it and thought she would want to know.

Sandy Connally wrote: “Steele arrived on time and listened as I explained my concerns.” She added: “He was very thorough in his work, and even took some pictures of my gutters to show where sticks and other storm refuse were gathering (which had nothing to do with his work here, but was nice to know).” And: “Homegrown has done work for me in the past, and if/when I have another issue, they will be my go-to company.”

Arriving inside the window, hearing the problem out before opening a panel, and cleaning up afterward are the baseline, not the exception. Read more customer reviews from Northern Colorado homeowners.

GOOD TO KNOW

QUESTIONS FROM BERTHOUD HOMEOWNERS

Which utility pays the heat pump rebate in Berthoud?

Poudre Valley REA, because PVREA supplies the electricity and a heat pump is an electric heating appliance. Xcel supplies the gas here, so Xcel’s heat pump rebate is not the program that applies to a Berthoud address. We confirm both meters before quoting.

Should I go all-electric or dual-fuel in Berthoud?

For most homes with an existing gas furnace, dual-fuel is worth pricing first. PVREA pays a bonus for a heat pump paired with gas or propane as the main heat source, and Xcel’s bonus rebates are not available to customers whose primary heating is an existing electric system. We price both and show you the difference.

Do I need a permit to replace a furnace or AC in Berthoud?

Yes. Air conditioning, furnaces, gas piping, water heaters and boilers are all named on the Town’s permit-required list, and other mechanical work falls under the general mechanical line. Berthoud also requires the contractor to be licensed with the Town before the permit application goes in.

Is my Berthoud duct system going to fail a leakage test?

It depends on what the job actually changes. Berthoud caps leakage at 4 cfm per 100 square feet with the air handler installed and 3 cfm without, which is tighter than the model code, but a straight equipment swap does not trigger the test at all. Relocating a quarter or more of the registers or ductwork does.

Which code edition applies to my Berthoud permit?

Berthoud has adopted the 2024 International Residential, Mechanical, Fuel Gas and Energy Conservation Codes. We confirm the applicable edition and its effective date with the Town’s building department on every permit rather than working from a saved document, because local amendment packages get revised.

Do you serve Berthoud from Fort Collins, and does that cost extra?

Berthoud is inside our normal service area, along with Loveland, Greeley, Windsor, Timnath, Johnstown, Wellington, Laporte, Estes Park, Severance, Eaton, Ault, Evans, LaSalle, Kersey, Milliken, Platteville, Fort Lupton, Firestone, Longmont, Lafayette, Boulder, Bellvue, Livermore and Masonville. There is no travel surcharge. At about 5,034 feet, gas equipment here still has to be set up for altitude.
