Contractor Licensing and HVAC Services in Severance

Who is allowed to work on your system changed in Severance. The Town announced that contractor licensing is now required for general contractors and all trades.

That is a real difference from some neighboring towns that require no local license at all. Colorado has no state HVAC license, so a Town license is the main local check on who is pulling mechanical permits. Under the Severance rules:

  • Contractors must prove competence with an ICC exam, or an equivalent license from a jurisdiction that requires ICC testing
  • Contractors must carry general liability, auto and workers’ compensation insurance at the Town’s minimums
  • No over-the-counter permit is issued without a license
  • Homeowners working on their own home are exempt, unless they work on more than one residence a year

For a homeowner, the practical step is simple: ask for the contractor’s Severance license before work starts. We hold Town of Severance license 24SEV-MECH-2557. We also pull HVAC permits in unincorporated Weld County, where no contractor license is required. A furnace or air conditioner replacement in Severance requires a permit, and a contractor who cannot pull one is a contractor who plans to skip the inspection.

We confirm Town licensing and the permit path for your address before scheduling permitted work, and we show you the paperwork.

Utilities and Rebates in Severance

Xcel Energy provides natural gas for most of Severance. Electricity comes from either Xcel Energy or Poudre Valley REA depending on the address.

  • Xcel Energy heat pump rebates: effective October 1, 2026, a home heated with Xcel natural gas can earn $600 per cooling ton for a qualifying ducted air-source heat pump, or $1,500 per heating ton for a cold-climate model. Homes heated with existing electric equipment get the standard $300 or $750. Installations must be invoiced by December 31, 2026.
  • Poudre Valley REA: $500 or $1,500 for an air-source heat pump depending on size, capped at 50 percent of equipment cost, plus a $500 dual-fuel bonus.
  • Colorado Heat Pump Tax Credit: applied as an invoice discount on a qualifying 2026 install.

Newer Severance homes are built under the 2024 codes and Colorado’s electric-ready requirements, so we verify the panel space and circuit the builder reserved before quoting a heat pump.

Permits and Codes in Severance

The Town of Severance Building Department issues permits through Community Core, and SAFEbuilt Colorado handles inspections. The Town lists air conditioner and furnace installation or replacement, boilers, gas piping and water heaters among the work requiring a permit. Residential work follows the 2024 International Residential Code and the 2024 IECC.

Sizing Equipment for a Severance Winter

The Town’s design criteria set a winter design temperature of 1 degree. We size from a room-by-room load calculation at that temperature.

Severance more than tripled in population between 2010 and 2025, and many of those homes have builder-grade equipment and ductwork sized by rule of thumb. Lower floors and finished basements often run cold because they lack a dedicated return. We measure before we recommend a bigger furnace, because a duct fix is often the cheaper and better answer.

What a Severance Service Visit Includes

  • A measured diagnostic with written readings
  • Airflow and static pressure checks on builder-grade systems
  • An upfront price before any work starts
  • A combustion and safety check after gas appliance work
  • Licensing and insurance paperwork shown before permitted work

Two Jobs That Show the Approach

Comfort problems in newer homes are often duct problems. One family replaced a furnace and fixed an airflow gap at the same time.

Emily Shingler wrote: “Steele and Cody replaced our furnace and installed a new return in our lower floor. They were both very professional and did a great job, both in installing and explaining the work completed.”

A new return on a lower floor is exactly the kind of fix that makes a new furnace perform the way it should.

Mini-split additions need careful routing. Benjamin Way wrote that the installers were “answering all my questions about the best installation path and routing the unit’s lines. They did a great job with the line-hide guttering over a pretty lengthy run.” Read more customer reviews.

SEVERANCE HVAC QUESTIONS WE GET

Does Severance require an HVAC contractor license?

Yes. The Town now requires a contractor license for general contractors and all trades, with ICC proof of competence and minimum insurance. No over-the-counter permit is issued without one.

Do I need a permit to replace a furnace or AC in Severance?

Yes. Air conditioner and furnace installation or replacement, gas piping and water heaters all require a permit, and SAFEbuilt handles the inspection.

Who provides electric service in Severance?

Electricity comes from Xcel Energy or Poudre Valley REA depending on the address, and Xcel Energy provides natural gas for most locations.

Why is the lower floor of my Severance home always cold?

Many newer homes lack a dedicated return on the lower floor, so air cannot circulate well. Adding a return is often a better fix than a bigger furnace.

Can a mini-split be added to my existing system in Severance?

Yes. We add mini-split heads for rooms that need extra capacity and plan the line-set route so it looks clean outside.

What winter temperature should a Severance system be sized for?

The Town’s design criteria use a winter design temperature of 1 degree, and we size equipment with a load calculation at that temperature.
